    Each year the smaller authority prepares an Annual Governance and Accountability Return (AGAR). The AGAR has been published with this notice. It will not be reviewed by the appointed auditor, since the smaller authority has certified itself as exempt from the appointed auditor's review.

    Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2024, these documents will be available on reasonable notice by application to:

Budget and precept for 23/24

Revised Budget and Reserves Policy agreed at meeting 5/7/23

At the meeting on 11th January 2023 the Parish Council agreed its budget and precept for the year from 1/4/23 to 31/3/24. A precept of £8,320 was agreed, a 15% increase in Council Tax for a Band D Property compared to the current year's precept of £7,034, from £39.54 to £45.46. This increase takes account of advice from the Leicestershire and Rutland Association of Local Councils that Parish Councils should look to increase their precepts by as much as 10% to 15% due to inflationary pressures. The average Band D parish precept is £74.81, so East Langton's precept is still considerably lower than the average. Examples of significantly increased estimated costs in the 23/24 year are:

Salaries - +£294

Election costs - +£357.00.

Training - +£120 (to take account of training of new councillors following the election)

Subscriptions - +£40.00

Grass cutting on village green - +£40

The council also needs to build up reserves towards the recruitment and training of a new clerk for when the current clerk retires in September 2024, and £893.00 has been included in the budget 23/24 towards this.

The precept calculation is also affected by estimated income, estimated balance carried over from the previous year and reserves held. A breakdown and explanatory notes are in the documents below:
